In Nigeria, as in many other countries, the foundations of educational planning and policy are critical for shaping the future of the system. Without a clear understanding of these foundations, efforts at reform or improvement may lack direction and coherence. This Series therefore introduces you to the essential concepts that underpin educational planning and policy, preparing you to engage with the rest of the course in a meaningful way. The aim of this Series is to provide you with a strong conceptual grounding in educational planning and policy, enabling you to define, explain, and analyse their scope, functions, and institutional contexts, as well as their relationship to national and economic planning. We shall commence this Series by examining the meaning and scope of educational planning, focusing on its definitions, objectives, and functions. Next, we will move on to conceptualising educational policy, considering its importance and its link to national development. Following that, we will explore the historical and institutional context of educational planning in Nigeria, looking at its evolution and the challenges it faces. Finally, we will conclude by analysing the relationship between educational planning and national or economic planning, showing how educational priorities are influenced by broader developmental goals. Series Learning Outcomes Upon completing this Series, you should be able to: • SLO 1.1 define educational planning and explain its scope within the Nigerian context, • SLO 1.2 describe the objectives and functions of educational planning, • SLO 1.3 define educational policy and explain its importance in guiding planning activities, • SLO 1.4 analyse the relationship between educational policy and national development, • SLO 1.5 trace the historical evolution of educational planning in Nigeria, • SLO 1.6 identify the institutional settings responsible for educational administration and planning in Nigeria, • SLO 1.7 evaluate the challenges associated with conceptualising educational planning in Nigeria, and
