This Series introduces you to the foundations and rationale of public administration, helping you to see why it is indispensable in modern governance and why it forms the backbone of this course. It involves the formulation and implementation of policies, the regulation of activities, and the delivery of services to citizens. In simple terms, it is the machinery through which governments function and meet the needs of society. Public administration is both a process (how things are done) and a structure (the institutions and agencies involved). Fill in the blank: Public administration is the machinery through which ______ function and meet the needs of society.

These include policy-making, planning, organising, staffing, directing, coordinating, reporting, and budgeting. Public administration also ensures accountability and transparency in governance. The functions of public administration can be grouped into two broad categories: • Managerial functions: These involve planning, organising, staffing, directing, and controlling. • Operational functions: These include policy implementation, regulation, service delivery, and maintaining law and order. Fill in the blank: The functions of public administration can be grouped into ______ and operational functions.

As a discipline, it studies theories, principles, and models that explain how administration works. As a practice, it involves the day-to-day operations of government agencies and officials. As a discipline, public administration draws from political science, sociology, economics, and management. As a practice, it is concerned with implementing policies, managing resources, and serving citizens. This dual nature makes it unique and essential for governance. Fill in the blank: Public administration is both an academic ______ and a practical activity.

Without it, societies would lack coordination in areas such as education, healthcare, and infrastructure. Public administration ensures that policies are not only designed but also implemented effectively to meet the needs of citizens. Fill in the blank: Public administration provides the framework through which ______ organise resources and deliver services.

Figure 1.2: Public administration as a bridge between policy and society 1.2.2 Public administration and service delivery Service delivery is one of the most visible aspects of public administration. It involves providing citizens with essential services such as water supply, electricity, healthcare, and education. Effective public administration ensures that these services are accessible, equitable, and sustainable. When services fail, citizens often lose trust in government institutions. Therefore, administrators must focus on efficiency, accountability, and responsiveness. Fill in the blank: Service delivery involves providing citizens with essential services such as ______, electricity, healthcare, and education.

Administrators design and implement development programmes, manage resources, and mobilise communities to achieve national goals. For instance, public administration supports industrialisation, poverty reduction, and social welfare initiatives. It also ensures stability by enforcing laws and regulations that create an environment conducive to growth.
