It affects individuals, businesses, and society at large, making it a central theme in the study of accounting and finance. For learners beginning their journey into taxation, it is essential to first grasp the principles that underpin the system and understand how income becomes chargeable under the law. This Series sets the foundation for the rest of the course by introducing you to the meaning, legal basis, objectives, and chargeability of taxation. The aim of this Series is to equip you with the knowledge and skills to explain the principles of taxation, identify its legal framework, describe its objectives and functions, and analyse how income is classified and charged under Nigerian tax law. We shall commence this Series by exploring the meaning and nature of taxation, highlighting its compulsory character and importance in society. Next, we will examine taxation as a creation of law, focusing on its constitutional and legislative basis. Following that, we will study the objectives and functions of taxation, showing how it serves both economic and social purposes. Moving on, we will consider the principles of chargeability of tax, including liability and scope of application. Finally, we will wrap up by analysing the foundations of taxable income, distinguishing between revenue, capital, and investment income categories. It is not voluntary, but a legal obligation backed by law. Taxes are used to fund essential services such as education, healthcare, defence, and infrastructure. Taxation also serves as a tool for economic regulation, wealth redistribution, and social development. By imposing taxes, governments can influence consumption patterns, encourage investment, and reduce inequality. Fill in the blank: Taxation is a compulsory financial contribution imposed by ______ to raise revenue for public expenditure. Figure 1.1 Definition of taxation 1.1.2 Characteristics of taxation The main characteristics of taxation include: • Compulsory nature: Payment of tax is mandatory and enforceable by law. • Legal authority: Taxes must be imposed through legislation. • Contribution to public revenue: Taxes are collected to fund government expenditure. • Non-quid pro quo: Taxpayers do not receive a direct or equivalent benefit for the amount paid. These characteristics distinguish taxation from other forms of payment such as fees or charges. Fill in the blank: One characteristic of taxation is that it is ______ and enforceable by law.

Certainty The amount, timing, and method of payment must be clear to the taxpayer and the government. Convenience Taxes should be collected at a time and in a manner that is least burdensome for the taxpayer (e.g., deducting tax at the source of income). Economy The cost of collecting the tax should be minimal compared to the total revenue generated. 1.1.3 Importance of taxation in society Taxation is important because it provides the financial backbone for government operations. Without taxes, governments would struggle to provide essential services. It also plays a role in stabilising the economy, reducing inequality, and promoting social welfare. For example, progressive taxation ensures that those with higher incomes contribute more, while indirect taxes can regulate consumption of harmful goods such as tobacco. Fill in the blank: Progressive taxation ensures that those with ______ incomes contribute more to public funds. This ensures that taxation is not arbitrary but grounded in the supreme law of the land. Fill in the blank: The Constitution provides the ______ for how revenue is raised and distributed.
