In Nigeria, the foundations of local government are deeply rooted in both traditional institutions and colonial legacies, which together have influenced the structures and practices we see today. Understanding these foundations is essential, as they provide the background for later reforms and the challenges that continue to affect local governance in the country. The aim of this Series is to equip you with a clear understanding of the origins, concepts, and theoretical perspectives of local government in Nigeria, while also clarifying its relationship with local administration.

LA-NET | ONLINE LEARNING VIDEO PLATFORM FOR POST-SECONDARY & HIGHER INSTITUTION STUDENTS We shall commence this Series by examining the concept and nature of local government, including its meaning, objectives, and functions. Then, we will explore the historical background of local government in Nigeria, beginning with pre-colonial traditional institutions, moving through colonial structures, and considering post-colonial developments before 1976. Subsequently, we will analyse theoretical perspectives that explain the role and significance of local government. Finally, we will wrap up by discussing the relationship between local administration and local government, highlighting their distinctions, overlaps, and implications for governance in Nigeria. It is a political and administrative unit vested with authority to manage public affairs within a defined geographical area. In Nigeria, local government is recognised as a system that allows communities to participate in decision-making and development processes. Local government is distinct from central and state governments because it operates at the grassroots level, focusing on the immediate needs of citizens. It is often described as the “government closest to the people” because of its accessibility and responsiveness. Fill in the blank: Local government is often described as the “________ closest to the people.”

By decentralising power, local government enables citizens to influence decisions that directly affect their lives. The functions of local government in Nigeria are wide-ranging. They include provision of basic services such as primary education, healthcare, sanitation, and rural infrastructure. Local governments also play a role in maintaining law and order, collecting certain taxes, and supporting agricultural development. Fill in the blank: One of the major objectives of local government is to promote __________ participation.

By addressing local needs, it contributes to overall progress in the country. Local governments enhance political education, encourage civic responsibility, and provide opportunities for leadership training. Furthermore, they serve as channels for implementing national policies at the grassroots level. For example, health campaigns, agricultural programmes, and educational initiatives often rely on local governments for effective delivery. Fill in the blank: Local governments serve as channels for implementing __________ policies at the grassroots level.

These included kingships, chieftaincies, councils of elders, and village assemblies. They provided leadership, maintained law and order, and ensured the welfare of their communities. Traditional institutions were highly respected because they reflected the cultural values of the people. They also offered participatory governance, as decisions were often made collectively. Fill in the blank: In pre-colonial Nigeria, governance was organised through __________ institutions.

This system allowed the colonial government to control vast territories with minimal resources. Indirect rule reshaped traditional institutions by giving them administrative powers such as tax collection and enforcement of colonial policies. However, it also weakened indigenous autonomy, as traditional leaders were accountable to colonial authorities rather than their people. Fill in the blank: The British colonial system of governance in Nigeria was known as __________ rule.

Local governments were established across regions, but they often lacked autonomy and adequate funding. Between 1960 and 1976, local governments faced challenges such as political interference, weak structures, and poor resource management. These limitations highlighted the need for comprehensive reforms, which eventually led to the landmark 1976 local government reforms. Fill in the blank: Nigeria gained independence in the year __________.
